“B.J.” Moravek retired from a senior management position with the United States Secret Service after twenty years
of exemplary service. He began his career in 1983 after serving as a member of
the Texas Department of Public Safety. He graduated from Moravian College and Theological Seminary in
1979 with a Bachelor of Arts degree in Criminal Justice Administration. He has
completed extensive course work at Johns Hopkins
University in Baltimore, Maryland.
During his tenure with the Secret Service Mr. Moravek completed a five
year assignment at the White House with Presidents Reagan and Bush. He conducted
undercover criminal, intelligence/counter-intelligence, financial fraud, and money laundering investigations along the United
States/Mexico border while assigned to the Secret Service’s El Paso Field Office.
He completed an assignment as Liaison Officer to the El Paso Intelligence Center (EPIC).
Mr. Moravek completed assignments as the Senior Special Agent in Charge
of the Secret Service’s New York and Baltimore Field
Office’s Protection and Investigations Squads. He conducted and managed
protective intelligence investigations, complex international securities frauds, bank frauds and advanced fee fraud investigations;
analyzed financial records and evidence; regularly wrote comprehensive reports for presentation to the Office of the United
States Attorney. He routinely provided expert testimony in Federal Court, grand
jury proceedings and trials.
He wrote the Secret Service’s current curriculum, which teaches methods of detection, investigation and prosecution
of bank, securities and advanced fee fraud schemes. He prepared and delivered
lectures around the world to members of foreign law enforcement and the banking community as part of a first ever joint Secret
Service/U.S. Department of State program.
He wrote and produced audio and visual presentations detailing current
financial fraud schemes.
Mr. Moravek served within the Office of the Secret Service Director. While there, he acted as Senior Advisor to Senator Alfonse M. D’Amato, Chairman of the Senate Banking
Committee. He routinely advised the Chairman on all matters related to counterfeiting,
bank frauds and money laundering. He was instrumental in authoring and passing
legislation combating fictitious instrument frauds. He led the investigation
that culminated in recovery of over $7.5 billion in looted assets from the Swiss banking community and the German Government
on behalf of the victims of the Holocaust. He served as the Senator’s representative
during investigations into the cause of the crash of TWA Flight # 800 off the coast of Long Island, New York and a radical domestic militia group.
In 2003, Mr. Moravek accepted a newly created senior management position within the Office of Compliance
and Security at Riggs Bank, N.A. in Washington, D.C. He provided daily oversight and direction over nearly forty senior officers, consultants
and staff responsible for BSA/AML compliance, investigations, monitoring, reporting, security, and business continuity for
the Bank and its affiliates. Responsibilities included building and maintaining
an international corporate physical security, investigations, monitoring, compliance, and business continuity infrastructure
in Washington, D.C., Miami,
and throughout Europe.
He managed the development, implementation, and maintenance of an investigative program that
detected, investigated, reported and resolved matters of potential fraud, money laundering and wrongdoing by customers, prospects,
and employees. He wrote the bank’s policies and procedures to ensure compliance
with all laws related to applicable federal, state, and local laws and regulations for reporting suspicious and/or unlawful
activity, terror-financing and money laundering.
While at Riggs Mr. Moravek personally
completed detailed forensic investigations of the accounts of numerous foreign governments and questionable charities. His efforts led to commendations from the Department of Justice, the Senate’s
Permanent Subcommittee on Investigations and Federal Regulators. He devised
the methodology and oversaw a comprehensive review of all accounts within Riggs’ Embassy Banking Group.
He acted as liaison with federal
regulatory officials, members of law enforcement community and the Joint Terrorism Task Force.
In 2005, Mr. Moravek created and currently occupies a senior leadership
position with Centurion Services, LLC, a premiere provider of Anti-Money Laundering, investigations and security solutions.
